UNDER TITLE 22 CHAPTER 588-C SECTION 2422A

STATES THAT: A QUALIFIED PATIENT IN Maine's mEDICAL CANNABIS PROGRAM MAY "... CHOOSE A CAREGIVER BASED SOLELY ON THE PATIENTS' pREFERENCE." 

pORTLAND HAS IMPLEMENTED AN ORDINANCE THAT CLEARLY IMPEDS PATIENTS' CHOICE BY SAYING THAT PORTLAND PATIENTS ARE RESTRICTED TO ONLY PORTLAND BASED STORE FRONTS OR DELIVERY SERVICES. THIS MEANS, THE PATIENT IS NOT ALLOWED TO CHOOSE BUT CAN USE THE SERVICES OF A MERE FEW CAREGIVERS.

UNDER MAINE TITLE 30

cAREGIVERS ARE UNDER NO LEGAL REQUIREMENTS TO REGISTER WITH THEIR MUNICIPALITY AND PAY ADDITION LICENSING FEES, ESPECIALLY WHEN THOSE FEES ARE IMPLENTEDED AS A MONEY MAKING TAX STRUCTURE THAT violates MAINE TITLE 30.

 

pORTLAND WANTS SMALL TIME CAREGIVERS TO PAY EXCESSIVE FEES FOR OPERATION OF A STORE FRONT, IN Maine tITLE 30-A, 3702 WHICH CITES THAT A FEE MUST REASONABLY REFLECT THE COST INCURRED BY THE MUNICIPALITY FOR THE EXISTENCE OF THE BUSINESS BEING CHARGED SAID FEE. AS CAREGIVERS WE ARE ALREADY LICENSED BY THE STATE OF MAINE and am subject to inspection and compliance with state ordinances

Portland has no cost associated with caregivers to justify their fee assessments and citations for violations. 

Portland is looking for money from your caregivers for nothing, except capital gains, if we allow portland to charge this fee, how many other towns will follow in suit? putting the local caregiver out of business or making your medicines more expensive

Cost Portland wants your caregiver to pay are in excess of $10,000 per year, for a storefront they do not have.
